This tutorial is for those that have a working knowledge of PSP and was created using PSP version 9 however it may be created in other versions as well.
Tube used in this example is from artist ©Suzanne Woolcott which you must retain a license in order to use that can be purchased HERE.
Materials Used

Let's Get Started
Open WSL_Mask33 and minimize for later use
1. Open new image 750x750. We will resize later
2. Open bcs_cream_lace_frame. Resize 70%, Adjust-sharpness-sharpen. Copy and paste as a new layer onto your new tag image.
3. Choose your freehand tool set to point to point and carefully select the outer border of the lace frame. Open a dark paper of your choice and copy and paste as a new layer. Ctl+Shift+I (this inverts selection) press your delete key and deselect. Layers-arrange- send to bottom.
4. High light your bottom layer. Again using your freehand tool set to point to point select the inner border of the lace frame. Open a light paper of choice resize 50%. Copy and paste as a new layer onto your tag image Ctl+Shift+I, press the delete key and deselect.
5. High light your top layer. Open bcs_cream_ribbon_frame. Resize 70%. Adjust-sharpness-sharpen. Copy and paste as a new layer onto your tag image. Move this up some so that the tails will protrude above the lace frame.
6. Open bcs_ribbon_heart2. Resize 90%. Adjust-sharpness-sharpen. Copy and paste as a new layer onto your tag image and leave it where it is placed.
7. Open bcs_blossoms. Rotate free all layers checked 80% to the left and resize35%. Copy and paste as a new layer onto your tag image. Arrange it on the right side of your tag. See mine for placement. Duplicate the blossoms and resize 90% and move it up a little so that it looks like there is a nice cluster of blossoms. Layers-arrange-move down.
8. High light top layer. Open bcs_lily_two (keep this element open). Copy and paste as a new layer onto your tag image. Resize 30%. Adjust-sharpness-sharpen. Place this in the bottom center of the ribbon hearts bow.
9. Activate the bcs_lily_two again and copy and paste it as a new layer onto your tag image. Resize 45%. Adjust-sharpness-sharpen. Place this in the center left of your tag over the lace frame.
10. Open bcs_lily. Copy and paste as a new layer onto your tag image and resize 30%. Adjust-sharpness-sharpen then sharpen once more. Place this on the white lily but a little below it. See my tag for placement.
11. Open bcs_eggplant_butterfly. Copy and paste as a new layer onto your tag image and resize 15%. Rotate free all layers unchecked to the left 30%. Adjust-sharpness-sharpen then sharpen once more. Place this on the right side over the top of the blossoms stems.
12. Open bcs_cream_butterfly. Copy and paste as a new layer onto your tag image and resize 10%. Rotate free all layers unchecked to the right 30%. Adjust-sharpness-sharpen then sharpen once more. Place this in the top center of the ribbon heart bow.
13. High light your light paper layer. Open the tube of choice. Resize as needed and copy and paste as a new layer onto your tag image. Make appropriate adjustments to suit your fancy. Once happy with placement and you have any part of the tube sticking out of the frame. Grab your free hand tool set to point to point and carefully select the area you do not want sticking out and press your delete key.
14. Apply your favorite drop shadow to all of your layers excluding your 2 paper background layers. Layers-Merge-Merge visible.
15. Open bcs_paper_swirl. Resize 55%-rotate free all layers unchecked 45% to the right. move to the upper right of your tag (see mine for placement). Duplicate. Image-mirror. Layers-merge down. Duplicate-Image flip. Layers- merge down. Selections-select all-float-defloat. Selections-modify-expand 1 pixel. Open bcs_eggplant_texture_paper. Copy and paste as a new layer onto your tag image. Ctl+Shift+I- press your delete key and deselect.
16. Effects Plugins Fantastic Machine Paint engine with the below settings.
Adjust-Hue and Saturation-Colorize: Hue=255, Saturation=145 Apply. Now Effects Plugins-Adjust Variations: Click more magenta once, click more cyan once then click lighter once and apply. Apply your favorite drop shadow.
17. Open a dark or light paper of choice. Copy and paste as a new layer. Layers-arrange-send to bottom. Layers new mask layer and choose WSL_Mask33. Source Luminance, Invert mask data unchecked. Layers merge group. Image resize 90%. Now grab your deform tool and pull out the side center nodes to pull the mask out a little. Do this on both sides until your happy with it.
18. Merge all layers visible then add your © and your name and export as your favorite image format
